The Bill (Reg. No.1313) introduces amendments to the effective Law that authorize territorial communities to perform local self-government and define the procedure of its performance, establish requirements concerning the statute of a territorial community.
Moreover, the Bill (Reg. No.1313) excludes a number of significant authorities of regional and district councils from their competence, transferring them to the authorities of the local State administrations.
Taking into account numerous appeals of the local self-government bodies, the Committee resolved to recommend that the Parliament cancelled its Resolution of 18 March 2008 "On Adoption of the Bill on Amendments to the Law "On Local Self-Government" as a Basis" and withdrew it from the scrutiny as the one that lost its topicality.
